The genesis of the United States was a tax revolt and war, but their tax collection agency, IRS have vast powers of inquiry, detention and collection in relation to other nations. They use this power to routinely destroy their citizens and collect their due.
Realising the power that comes from not wanting to pay taxes, this impulse is curtailed, with extreme force. Someone once mentioned that a similar situation existed in Rome, when dealing with Christians.
